Nepal's Foreign Policy
The Institute of Foreign Affairs (IFA), which was set up in 1993 as a wing or an
integral part of the Ministry of Foreign Affairs (MOFA) of His Majesty's
Government of Nepal (HMG), was reconstituted and revamped in 1998.
Designed to serve as a think-tank on foreign policy related issues, the Institute focuses on
policy research, training and dissemination of information through seminars and
publications as its principal areas of operation. The Institute, which enjoys semiautonomous
status under the new arrangement, has continued to receive cooperation from
the Ministry of Foreign Affairs for which it is grateful.
The present publication is an attempt to disseminate information about the
various activities of MOFA during the period 2002-2003. It is intended to serve as a
window on how the country's Ministry entrusted with the responsibility of conducting
foreign affairs operates in maintaining friendly relations with all countries, in particular
its immediate neighbours, as well as in projecting a positive and impressive image of the
nation in the international arena such as the UN, other international bodies and regional
organizations like SAARC.
The basic parameters of Nepal's foreign policy are laid down in the 1990
Constitution of the Kingdom of Nepal. Faith in the UN Charter, adherence to the
principles of Non-alignment, the Panchsheel, respect for international law and contribution
to world peace constitute the cornerstone of Nepal's foreign policy. These guiding
principles are reflected in MOFA's bilateral and multilateral diplomacy. Nepal, during the
period 2002-2003, has maintained the best of relations with its neighbours and other
countries of the world with which it has diplomatic relations.
